1999 Annual Report EPSCoR Advisory Committee

Mission Statement

The Experimental Program to Stimulate Competitive Research (EPSCoR) Advisory Committee was created to:

  • increase federally supported research in Arkansas by working to increase the number of scientists in both academia and the private sector,

  • promote a climate that facilitates the ability of scientists in Arkansas to compete for federally funded research and science education grants,

  • promote interdisciplinary research both within and between academic institutions and the private sector, and

  • emphasize improved science, engineering and mathematics education in Arkansas.

Committee Action

The EPSCoR Committee advises the Arkansas Science & Technology Authority’s Board of Directors on matters relating to EPSCoR and has related responsibilities. These responsibilities include:

  • establishing policies and guidelines for EPSCoR activities in Arkansas,

  • providing general oversight and coordination of all Arkansas EPSCoR projects,

  • disseminating information regarding EPSCoR programs and selecting participants for proposals,

  • monitoring the progress of funded EPSCoR programs in Arkansas,

  • offering guidance to the Research Committee Chair concerning reports to the Authority’s Board of Directors,

  • conducting strategic planning related to EPSCoR, and

  • providing visibility and public relations on behalf of EPSCoR.

The EPSCoR Committee met three times during the year ending June 30, 1999. The Authority’s Board of Directors approved new Committee members at the January, 1999, meeting.

During the year, requests for proposals were announced for the 1999 National Science Foundation (NSF) EPSCoR Grant program and the 2000 Department of Defense (DoD) EPSCoR program. Two proposals were recommended for submission to the NSF EPSCoR Grant program. Three proposals were selected, including one submission not solicited through the Authority.

The successful proposals were:

  1. Dr. S. Michael Owens of the University of Arkansas for Medical Sciences, "Molecular and Biological Engineering of Plant-derived Antibodies";

  2. Dr. Charles Wilkins of the University of Arkansas, Fayetteville, "Center for Advanced Sensing Technology";

  3. Dr. Ajay P. Malshe of the University of Arkansas, Fayetteville, Dr. Dennis Alexander of the University of Northern Louisiana, and Dr. Edward Knobbe of the University of Oklahoma, "Science and Engineering Research Center for ‘Durable Miniaturized Systems."

The Department of Defense EPSCoR program announced awards for Fiscal Year 1999:

  1. Dr. Julio Gea-Banacloche, Physics Department, University of Arkansas, "Impact of Internal Interactions on the Performance of Large-Scale Quantum Computers." $150,000.

  2. Dr. David F. Grant, Pharmacology and Toxicology Department, University of Arkansas for Medical Sciences, for "Role Cytokines and Linoleic Acid Diols in Acute Trauma." $350,000.

The committee submitted a proposal to the Environmental Protection Agency August 3, 1998. This proposal contained the following projects:

  1. Dr. M. K. Mazumder of the Applied Science Department at the University of Arkansas at Little Rock, "Pollution Prevention and Waste Minimization in Metal Finishing";

  2. Dr. Philip A. Kern of the Medicine Department at the University of Arkansas for Medical Sciences, "2, 3, 7, 8-tetrachlorodibenso-p-dioxin (TCDD)-Induced Insulin Resistance";

  3. Dr. Jay Gandy, of the Pharmacology and Toxicology Department at the University of Arkansas for Medical Sciences, "Improved Reproductive Risk Assessment by Elucidation of Comparative Metabolism."
